Vietnam’s medical badge is a restricted official pathway. The decree covers congenital sex defects and unidentifiable sex.
Decree 88/2008/ND-CP of 5 August 2008 on the Ministry of Justice English statute database (also the Vietnamese text) Article 1: the decree provides for sex assignment for persons with congenital sex defects or of unidentifiable sex. Articles 5 and 6 set medical criteria for those disorders of sex development (DSD) presentations. Licensed facilities examine, treat, and issue a medical certificate.
That official door is DSD correction. The decree does not open a gender-dysphoria surgery licence.
