The UAE’s medical badge is a surgery ban. The statute does not name a nationwide ban on puberty blockers or opposite-sex hormones.
Federal Decree-Law No. (4) of 2016 Concerning Medical Liability (Official Gazette 601, 15 August 2016). Article 5(9) forbids the physician from conducting sex-change surgeries. “Sex change” is defined as changing the sex of a person whose male or female identity is medically clear and whose physical traits match physiological, biological, and genetic characteristics.
Article 7 allows sex-correction / reassignment only where sexual identity is ambiguous, physical traits conflict with those characteristics, medical reports confirm that, and a specialised health-authority committee approves — with referral to a psychologist. That is the disorders of sex development (DSD) track. It is not a licence for sex-rejecting surgery. This decree does not quote a hormone statute.
