Turkey’s medical badge is a prescribing restriction. Civil Code Article 40 still sets 18 for the court sex-change pathway.
The Turkish Medicines and Medical Devices Agency (TITCK), under the Ministry of Health, issued a 25 June 2025 instruction: testosterone, puberty blockers (GnRH analogues), and oestrogen at 2 mg and above used alone must not be prescribed under 21 for sex-change / gender-incongruence transition. Cancer, infertility, precocious puberty, and other listed indications remain. The Turkish Medical Association (TTB), with the Psychiatric Association of Turkey, sued to annul that TITCK writing — which is how the restriction is confirmed on the professional-body record.
The under-21 hormone and puberty blocker bar still applies. Civil Code Article 40 still sets 18 for the court sex-change pathway.
