Saudi Arabia’s medical badge is a restricted official pathway. Sex-marker change on the civil register is a medical-committee process.
The Civil Status Law on the Bureau of Experts site is the civil-register statute. Article 39 of its executive regulation: after a citizen is registered, a sex change from male to female or the reverse for medical reasons requires an application, a medical report from a committee approved by the Ministry of Health, and a sub-committee decision. The civil-status file is then rewritten and old documents cancelled.
That official door is disorders of sex development (DSD) / congenital-sex correction. The regulation does not open a gender-dysphoria surgery licence.
