Two official statutes. Two tracks. Those tracks stay separate.
Medical. Federal Law No. 386-FZ of 24 July 2023 (also pravo.gov.ru 0001202307240059) prohibits medical interventions, including medicines, aimed at changing sex — forming primary or secondary sex characteristics of the other sex. The published exception is treatment of congenital anomalies / disorders of sex development (DSD) by a designated medical commission. This is an all-ages medical prohibition, not an under-18 clinic pause. Medical is Banned because the statute forbids the pathway.
Schools. Two information statutes. Federal Law No. 135-FZ of 29 June 2013 added the first nationwide bar on distributing to minors information that promotes “non-traditional sexual relations.” Federal Law No. 478-FZ of 5 December 2022 widened that to information promoting or depicting “non-traditional sexual relations,” pedophilia, or sex change, including information that can induce children to want to change sex. That is a Schools ban on what may be shown to minors.
