Ley Núm. 63 of 16 July 2025 (Ley para la protección de la salud y el bienestar de los menores de edad en Puerto Rico; P. del S. 350). Minor means anyone under 21. Article 4 forbids any health institution or professional from surgical interventions or drug treatments that alter sex biology under the pretext of a gender transition or as treatment for gender dysphoria. Public money may not fund those procedures.
Article 3 defines the banned “chemical and surgical mutilation” as puberty blockers and sex hormones (androgenic blockers, oestrogen, progesterone, testosterone) used to treat gender dysphoria or alter sex biology, and surgeries that modify or remove sex organs for that purpose. Congenital / disorders of sex development (DSD) exceptions, certified by a paediatric endocrinologist or paediatrician, sit in the same statute.
