The Secretaría de Salud’s Protocolo para el Acceso sin Discriminación tells the national health system to provide care without discrimination. For trans minors, a multidisciplinary team, the parents or guardians, and the child may consider puberty blockers to postpone secondary sex characteristics, then hormones. The trans-specific guide also covers opposite-sex hormone treatment and sex-reassignment surgery after assessment.
The 7 June 2024 DOF decree adding Código Penal Federal article 209 Quintus and Ley General de Salud article 465 Ter criminalises so-called conversion practices aimed at suppressing sexual orientation or gender identity.
Schools. Ley General de Educación (DOF 30 September 2019) Artículo 30, fracción X requires study-plan content to include educación sexual integral y reproductiva — responsible exercise of sexuality, family planning, responsible maternity and paternity, prevention of adolescent pregnancy and STIs. That is a federal CSE in schools mandate.
