Egypt’s medical badge is a surgery restriction under a health-ministry ethics rule, not a parliamentary statute. The rule does not name a nationwide ban on puberty blockers or opposite-sex hormones.
Minister of Health and Population Resolution 238 of 2003 issued the Medical Profession Ethics Regulations. Article 43 (Part Three — medical interventions of a special nature): the physician is prohibited from carrying out sex-change operations. Sex-correction operations require the approval of the competent Medical Syndicate committee, after hormonal analyses and chromosomal mapping, and after at least two years of accompanying psychiatric and hormonal treatment.
That correction pathway is the disorders of sex development (DSD) track, where sex is medically ambiguous.
