On 4 June 2008, Cuba’s health ministry issued Resolución Ministerial 126/2008. It created a National Commission, directed by CENESEX, and a national centre as the only institution in the National Health System authorised to carry out total or partial sex-reassignment treatment. The attached glossary defines identidad de género and cirugías de reasignación sexual.
Schools. Resolución 16/2021 (26 February 2021) approved a Programa de Educación Integral en Sexualidad with a gender and sexual-and-reproductive-rights approach. The programme names identidad de género, orientación sexual, and personas LGBTI. On 14 September 2021 MINED postponed application until the necessary conditions exist.
Ley 178/2025 (Gaceta Oficial No. 11 Ordinaria de 2026) Artículo 79.3 postpones genital surgery and medical procedures on minors with disorders of sex development (DSD) until the person can give informed consent, with a life-threat exception. That DSD rule sits beside the 2008 transsexual-care pathway. It is not a transgender pathway.
