Costa Rica has a proposed bill.
Expediente 24.628 — Ley para la protección integral de las personas menores de edad: prohibición de cirugías y tratamientos hormonales de cambio de género — would add a new artículo 22 bis to the Ley General de Salud (N.º 5395) forbidding health professionals and medical centres from giving minors any medical, surgical, or pharmacological treatment aimed at gender reassignment, including opposite-sex hormones, puberty blockers, and reassignment surgery. The only exception in the draft is treatment justified by medical reasons unrelated to gender identity, with two physicians’ opinions.
The official record I can quote is the CCSS Gerencia Médica criterio (GM-4681-2025, 26 March 2025) on that expediente. It reprints the article and the title. The Caja’s medical directorate recommended opposing the text as drafted and suggested age carve-outs. That is a consultation.
