Andorra’s 2025 decree is public financing with age floors.
On 20 August 2025 the Council of Ministers approved the decree setting conditions for CASS public financing of healthcare for people with diversity in gender identity, in force 1 October 2025. The official government note (Health Minister Helena Mas) states:
- Hormone therapy (medicines to induce secondary sex characteristics) — the person must be over 16. - Surgical treatments modifying primary and secondary sex characteristics — the person must be of age. - Under 16, publicly financed care is specialist evaluation, accompaniment, and follow-up.
